質問は3つあったが、最初のふたつだけ紹介しておく。残りの一つはこの後の文章で、文脈が読めなければ訳せないシビアな個所だった。ハラリの文章は優秀な高校生でも、論理力が飛びぬけていても、論理展開を追いながら読むのは、なかなか骨の折れる作業のようだ。

質問があったのは上記の文の中の次の部分である。
(1) Like a goverment diverting money from defence to education, humans diverted energy from biceps to neurons.
この文は意味が分からないと言っていた。
「政府がお金を国防費を削って教育費に投ずるというように、人類は上腕二頭筋に費やすエネルギーを減らして、ニューロンへ回したのである」
予算を防衛費を削って、文部省の予算を増やしたようなものさと言ったら、「なーんだ、そういうことですか」でOK. divertは「そらす」という意味だが、「Aを削ってBを増やす」と訳すと具体的でわかりやすくなる。ハラリはわざわざあまりなじみのないdivertという動詞を使って、難解な言い回しをしたのだから、ここを簡単な日本語に書き換えるのは気がひける。原文の味を殺さぬためには、ふさわしい語彙を選ばなければならない。翻訳者はそういうところできっと苦労しているのである。根室高校の先輩である翻訳の達人、柳瀬尚紀さんはそういう人だった。
(2)It's hardly a foregone conclusion that this is a good strategy for survival on the savannah.
thatとthisがつながって出てきただけで、びっくりしたのではないだろうか。'that this' なんて句は高校教科書には出てこない。そしてあまりなじみのないhardlyの訳にも戸惑っていた。英検2級のできのよい高校2年生でも疑問がわいて当然の文章である。
構文は「it…that」構文だから、難しくない。thisが指示するものがつかみにくかったのだろう。例によって、デカルト『方法序説』四つの科学の方法の2番目、「問題をよりよくとくために、必要なだけの小部分に分割すること」、を利用しよう。

b) It's is hardly a foregone coclusion
hardlyは否定辞である。『英語基本形容詞・副詞辞典』より

概説:この語は「事柄や行為がある基準に達しない」という中核的意味をもち、一般に「ほとんど…ない」という意で用いられる。基準に達しないところから「とても…とは言えない」のように話しての強い感情のこもった否定が表されることも多い。この場合、しばしば皮肉の意を帯びる。「骨折って」の意で用いるのは現在ではまれ。「きびしく」の意は英国語法。
5.S be hardly C 〔述語修飾〕S〈人など〉がほとんどCではない。;SがほとんどCとは言えない。
I am hardly strong enough to lift this heavy box.(ぼくにはこの重い箱を持ち上げるほどの力はとてもない)
He is hardly the type to do such a thing.
(かれはとてもそんなことをするような人ではない)

b) それは決着済みの結論とはとても言えない。
「古代の人類が大脳を巨大化させて二つの代償を支払ったことが、サバンナで生き残るための戦略としてよいものであったかどうかに、白黒がついているとはとても言えない」
柴田さんの訳もかいておく。
「これがサバンナでの優れた生き残り戦略かどうかは大いに疑問だ」
